We had a goals down, plans up system where the team made the plan. Every member's input was listened to and when we received new info, we added it to our planning cycle. These methods are now used in the business world with success, especially in R&D and engineering.

Partly, though in the grand scheme of things inter-service co-operation back then was non existent, An RAF Pilot on the Harrier GR3 force which was deployed to the Hermes later wrote a book which had a number of chapters entitled 'Navy C""k Up(s), with the general view that most Naval Commanders in that war treated anything deployed from their ship as an expendable weapon and didn't listen to the actual people doing the task who knew the limitations of their equipment and were prepared to do the task at a time were those limitations could be minimized to gain the greatest operational effect.
