Heaven and hell are literally a part of the same dimension as well, because if goku can't read your ki from a few galaxies away, then how is going to read your ki from a completely separate dimension? Goku fought Beerus and that's what led to the universe almost being destroyed, and Beerus just casually canceled the waves effects, and Goku has never once been able to replicate those effects, you know who has? Beerus every time he had a fight outside of the TOP. Goku can't destroy the universe by throwing hands because he doesn't have destruction energy, it's never been directly implied. Even Vegeta with Ego hasn't done that yet as far as i have seen.
