I think Venezuela does, too. I used to teach English online for a worldwide company, we had students in Venezuela who would tell me the time and I'd be so confused that they were half an hour off. Really surprised me. Edit: I just looked it up and Venezuela is no longer off by half an hour. Wikipedia says "Venezuela uses the UTC−04:00 time offset, and they had previously used UTC−04:30 from 9 December 2007 until 30 April 2016." I guess I better update my brain!
I'm opposite, I lived on standard time year round in Taiwan 20 years. It's so nice to hear the birds sing at 430am in summer and you feel lazy if you don't get up past 7. It also satisfies and indulges your late-owl habits before going to bed at an early or normal time. Early to bed, early to rise makes one healthy, wealthy, and wise. Daylight savings is the antithesis and discouragement of that.
the democratic people's republic of korea does a half hour time zone. not sure how well it works for them. but in Canada it probably works because they have such high taxes to cover the logistics.

As a worldwide compromise, the time should always be noon everywhere. Except on the moon of course. There the time should always be midnight.
Maybe this is where Mark Dice got the idea for getting people to sign ridiculous petitions, like the one for abolishing the first amendment.
it's a bad idea for Arizona, but for other states, 30 minutes would be better than an hour, if we couldn't get rid of it altogether.
I'm a Canadian, and we do have a 1/2 hour (30 minute) time zone, in the East Coast, and it works perfectly fine for us. :)
