To resize and keep the integrity of the work I have done, I usually go over to inkscape and resize. I then use ms paint and make sure I have the right size before printing. I know some people use rapid resizer but I have no experience with that. I hope this helps.

As for enlarging your photo, you can do that in any system or start with an 8 x 10 when you scan it in. Just make sure the picture is very clear and detailed. That will help in the translation into gimp.
Gimp is mainly a rastor graphics program. I do not know what MS word is. I can tell you gimp has been around for 25 years and is free and very dependable.
I hope my video will get you started with Gimp. There are many other videos out there that may help as well. It really just takes practice, practice, practice. Good luck.
