This Border Collie-Labrador mix pup is one of six in his litter who is learning how to swim. She is scared at first but eventually learns to paddle naturally, well, mid-air doggy paddle. She'll get the hang of it.
The puppies were supervised at all times during swim time and play time.

I think they can but, like people, they need to be completely bathed with fresh water after the fact. This pool didn't have chemicals in it.
