C-46's incident report:
"On Thursday, August 31st, 2023, at approximately 3:43 pm, I was contacted by Arkansas State Police - Troop C regarding a
pursuit in Craighead County of a robbery suspect. Troop C advised that the Craighead County Sheriff's Department was
northbound on Greene 731 Road, approaching Greene 710 Road behind a gray Dodge Charger, failing to yield at a very high
rate of speed. I proceeded to the area in an attempt to locate the fleeing car. At approximately 3:55 pm, Corporal Chris
Davenport (C40) spotted the vehicle on State Highway 358; the car cut through a yard and turned eastbound on State Highway
358. I proceeded south on State Highway 141 and reached the intersection of State Highway 358. Greene County Deputies
placed spikes at the intersection as I proceeded East on State Highway 358.
At approximately 3:56 pm, I spotted the gray Dodge Charger turning south into a private drive. The car made an abrupt U-Turn,
colliding with a trash can as it turned back eastbound onto State Highway 358. The Dodge Charger accelerated quickly,
maneuvering around three deputies and two civilian cars. As the pursuit continued eastbound onto State Highway 358, the
fleeing vehicle continued driving erratically, traveling around blind curves in the wrong lane of travel at a very high rate of
speed. As I closed the distance to the car, I observed two occupants inside the vehicle, the driver being a white female. I
relayed this information to Arkansas State Police - Troop C and advised them that I was now the lead vehicle in the pursuit.
We continued eastbound on State Highway 358, where the fleeing Dodge Charger again went around a blind curve in the
wrong travel lane, nearly colliding head-on with a white SUV. Shortly after, while passing a motorcycle that was traveling
westbound, the driver intentionally swerved toward the motorcycle, causing the operator to veer off the roadway. Continuing
East, we passed a school bus at approximately 117 miles per hour. I again attempted to close the distance to the fleeing
vehicle, reaching a top speed of 128 miles per hour, knowing the roadway had a straight and level stretch to where I could
successfully perform a TVI with a minimal chance of civilian casualties. As I gained and shortly before the straight, the vehicle
began braking hard and turned northbound onto Greene 715 Road. Continuing northbound on Greene 715 Road, the roadway
turned to gravel. Due to the dust, I lowered my speed and relayed this information to dispatch. We continued on Greene 715
Road, and when the roadway turned paved again, I could no longer see the fleeing vehicle. I passed several residents outside
waving and pointing, letting me know the car was close and in front of me. Deputies from Greene County and Craighead
County were approaching the location from the south of Greene 715 Road as I was coming from the north, effectively cornering
the fleeing car. At approximately 4:03 pm, as the suspect approached the deputies, the vehicle veered right then left,
overcorrecting and traveling off the roadway. The car impacted a mailbox at 567 Greene 715 Road and continued through the
yard. The vehicle then impacted a ditch, causing the airbags to deploy as the vehicle ran through a fence at 495 Greene 715
Road before coming to a final rest in the yard.
At approximately 4:04 pm, we conducted a felony stop on the vehicle. After refusing to exit the car, both driver and passenger
were apprehended at 4:10 pm. The driver was identified as Briana Hughes (5/5/1991 W/F), and the passenger, Mistie Brewer
(1/17/1974 W/F). I requested EMS to check on both subjects. No items of value were not located during the vehicle inventory,
and I asked for the next tow truck in our rotation, Rudi's towing of Paragould. EMS cleared both subjects for transport. Brewer,
the passenger, was released due to no charges. The mailbox is estimated at $150, and the fence is $500. The Dodge Charger,
bearing South Dakota license plate 1HU707, VIN 2C3CDXMG4PH536560, was a rental car from Enterprise with an estimated
value of $36,052. Greene County Deputies transported Hughes to the Greene County Jail, where she is currently being held on
the below charges.

5-38-203(b)(4) - Criminal Mischief - 1st Degree (Damage

Why do we keep letting this happen?? She was just let go after just a few days in jail, for the same thing!!! 3 days later she pulls this I am beyond pissed at our justice system. Officers risk their lives to keep idiots like this off the streets and then they are just let go!!! WTF??
Her earlier charge was 2 years ago, but the report doesn’t say she had been in jail for that reason when she was released 3 days before this incident. Maybe you know something I don’t.
The only way to stop this is: first offense, automatic 5 years no parole. Seize the vehicle. Second offense, automatic 10 years no parole. Lifetime ban on license and license. These bans should be across USA. If there is a third, life without parole.
@@user-peach408 you are not factoring in the amount of prisons that would need to be built and the strain on the tax payers to house and feed them. We cannot afford it.
@@ampatriot but you can afford all the increase in taxes, insurance, cost of goods and services etc to pay for criminals to continue. Back in the day it was a deterrent, the difference is now they don’t enforce the sentences so no lesson learned. If something is not done soon, we are going down!!

I really like the videos, like this one, where the MPH is also recorded on the dashcam screen. It adds a lot to it. Makes viewing more intense and gives a better sense of the danger.

Wow, complete disregard for human life. Looks like she deliberately forced the cyclist off the road. So many other near collisions as she was driving in oncoming lane.
Seems like the judges are more disregard about another people lives letting this criminals go three day after arrest. Unbelievable!

Crowley’s Ridge is an unusual geological formation that rises above the Alluvial Plain of the Arkansas Delta. The ridge contrasts sharply with the surrounding flat table land of the Delta. Some places it's 12 miles wide and some places only a mile. There's a state park up there. It's gorgeous.

C46, Richard Tyler Drum, about went head on into a civilian vehicle recklessly pursuing that charger. Whatever those people did, isn't worth the life and property loss of others just to catch them then and there.

I actually miss living in Paragould and use to know all the deputies there. Since I’ve moved to Missouri and got into law enforcement it amazes me how different each state is.

This particular Charger is a GT, meaning both the Hemi and All Wheel Drive. That means the GT can outmaneuver the Rear Wheel Drive Police Chargers on surfaces with reduced traction. Damn. And they did just that several times.
At least some of the trooper cars are all wheel drive also. His biggest challenge is he can’t see. Car in front has a clear view

Just because it's a "Charger" don't mean nothing especially your friendly GT model. People need to do More research on Mopar trim levels ie; 345's,392's with suspension upgrades tires, Brembos, air intake tazers and high flow converters. You can drive a Camry or Altima fast if your on the throttle but that don't make the engine powerful.....just like the V6 GT.
