I think that the thing with foreign phone numbers has something to do with the roaming. I don't know that i did, but i could register in the app of docomo with my phone number from Chile, and i remember that the roaming was something that i did touch 😅 (i received the SMS with the code)

Can one account rent more than one bike? I want to rent bikes for our older kids when we go, but they won't have phones, thus won't be able to have Japanese phone numbers. Thanks!
In the case of DOCOMO, you can just rent one bike for one account. If you want to rent two bikes, you need to create two accounts. You can create another account on the app on the same phone. You can register the same Name, Email address, Phone number, Credit card, but the ID has to be different. You can do this just by adding an additional "a" in front of your first ID. When creating an additional account, you first need to log out and create a new account. When you use two accounts, you need to log out and log in every time you change accounts.

For Docomo, you can only pay with a registered credit card or docomo’s payment system called “d払い”, which roughly translates to “d payment.” For Hello Cycling there are 6 payment methods. Credit Cards, phone carrier payment systems (such as “d payment” or “au payment”), PayPay, Yahoo Wallet Payment, and HELLO card + HELLO miles (HELLO Cycling’s own payment systems). Purchasing a Docomo “1 Day Pass” from a convenience store or sales counter is a way to avoid using a Credit Card but a Japanese Phone Number is still required for authentication. Gaijin pot but we need Japanese phone number and have to have the Japan region app only, totally useless for visitors

You don't need a Japanese phone number to use Luup.
You don’t need a Japanese phone number, when it gets to the phone number screen you can change country code to your country and continue
That’s true but I tried putting my Canadian number in and was not able to get the SMS code…
When I registered it didnt have that option
