The best predictor is to look at previous attacks. ISIS usually does mass shootings and bombings of civilians. Ukraine fires rockets, missiles, and drones at military targets and oil refineries. Muslim actors and ISIS taking credit, identifying the individual attackers as theirs, also help predict who's behind it.

Totally agree with your sentiments. But the sad truth is, we live in a world filled with evil and darkness. All we can personally do is not participate and shine our light where we can, and, where possible, fight for what's right. And yes, so sad that we can't have peace because of the actions of evil hearted men who have to go and ruin everything for every one, including themselves. If only they could see the abject stupidity of their damnable and idiotic ways. But I guess it just illustrates the point that people who live in darkness aren't bright.

The problem with your statement is, that in the US they would not show up in court. 99% chance they would be already dead and 1% chance, they would be indefinitely detained in Guantanamo with no trial.
I can see Russia cares for their people by the physical justice they imposed on these suspects. In the United States they would give them a shower, clean set of clothes, breakfast, a lawyer, all insulting the victims by treating the criminals nicely.
