At point C, The height of the block is zero which means it has reached the ground. In such case the block will have zero velocity. Then KE=1/2mv^2 shound be zero right ? why is that not happening ?

See at c the block is not actually touching the ground we are assuming the velocity just before hitting the ground that is why velocity is uneffected. Hope you find it helpful
