What if the Disney Sniffer is Pete?
It would explain why you never see someone dressed as Pete in Disney World/Land, even though they show every other Disney villain. He probably shoved the dude down into some inaccessible area and forces him to sniff the undergarments.
How would he force him to sniff said undergarments? Maybe they just threaten to kill him. Maybe Mickey threatens to harm Minnie if he tries to say no. Mickey's a sneaky little bastard, he could convince Minnie that he's a good dude and secretly be planning her murder. Its also been confirmed that Pete had romantic feelings for Minnie. Cats are naturally near-sighted, making it even more difficult for him to escape; he'd never know when Mickey is coming, thus living in fear of what could happen if he dared to escape.
What would the motives be to force Pete to do such a thing? Maybe Walt was over this character shitting on his most prized possession: Mickey Mouse. Pete was known for causing mischief, so if he were to just suddenly disappear, I doubt Walt would even bat an eye, seen as he was known to rule with an iron fist. Perhaps the romantic feelings Pete had towards Minnie pushed Mickey over the edge. Or maybe, just maybe, Mickey is bat shit crazy.
Anyway, that's my take on it. Feel free to add or point out any flaws my theory has.

ive been to disney world 5 times this year because my family has a annual pass and the employees have broke characters many times and i dont recall them pointing but dont recall them pointing with two fingers either. But thats just what ive experienced.
