Permits required to enter Upper Mustang which is direct north of Kagbeni. Towards the east, to Muktinath no need. As to Santa, which is NW of Kagbeni, unsure, this trail leads to Dolpo. A return trip to Santa from Kagbeni is a whole day trip given an excellent fitness and acclimatized body so it depends upon the individual. You need to head up at dawn since it's a steep climb up to Bhima Lojun Pass, close to 4400m, from Kagbeni, at 2800m. and down to Santa and then back. Definitely not worth making such a difficult hike to a remote place just to touch and back in a day.
