What about Isis ? But she might be more of an Anti Villain (a villain with heroic traits) but you did call Black Adam an Anti Hero (a hero with villainous traits) so I think she should make the cut.
I mean, she was never really villain. She was a straight up hero to begin with and even had her own show in the 70s. Then when they brought her into the modern era as Black Adam’s long lost wife, she played a huge part in him mellowing out into becoming more heroic.

I like Black Adam because like it was said, he's just more of a revenge-seeking darker version of Shazam but powered by the Egyptian gods rather than the Greek/Roman gods. I even created a couple of fan fiction versions of Shazam with different God powers like Norse, Celtics, and Aztec
Nazi Superscience makes him even more of an unnatural aberration compared to Captain Marvel, who is empowered by classical mythic figures. Essentially Shazam is a walking embodiment of traditional Western values while Captain Nazi represents the vilest ambitions of man run amok.
One of the best villains from Shazam is Dr zavanna this bad guy similar to Lex luthor is pretty evil looking with power inside his eye enough to control the 7 deadly from the live action film⚡⚡.
