My father has been to North Korea in 2011 and most likely has gotten a similar tour that you got (at least in Pyongyang). I could recognize some of the places from the videos from the pictures he made. Weirdly enought the dance festival has also happened when he was there. Either you were there around the same time (april) or it was set up for tourists... What is kind of funny is that he also got a hair cut there. :D
North Korea has a lot of festives near the end of April, in the days leading up to May 1 or Labour Day, which is one of the most important holidays in the country. Kids don't have to go to school, there are fairs, parades, festivals etc. I don't know much about North Korean holidays and traditions otherwise, but it may just be because your dad visited close to Labor Day.
Look at any video documenting a visit to North Korea, and you will find they are almost all the same. Tourists are only allowed to see certain things, and everyone in the city is aware of what is expected of them.

They showed that it is save travelling there with a trip planned by an tourist agency at most. About which facts they supposedly claimed are you talking about?
