If this is based on 'science' then its an hypothesis of change, at best. Execution is the experiment, which will demonstrate the validity of the hypothesis, or not. Unless of course, there is extensive prior experimental work on large samples with controls to test the components of the change assumptions, which I doubt would reflect the general case. More often it would be not even an hypothesis, but a 'hope'.
