This attack was not on the government of Afghanistan, it was an attack on group called Pakistani Taliban who are located inside Afghanistan border. They get that name coz whenever USA tried to target this group, they used to cross the border and hide inside Pakistani territory. To counter this problem, Pakistan started fencing the border since 2015 or something. This group continue to target Pakistani army hence the airstrikes.
