Actually the other way around. First drive on top of ramps remove oil filter, put new one in and then remove oil with extractor. Yes some old oil will remain but it’s better than doing nothing at all. DIY user for over thirty years.
I only have ramps to get to my oil filter which is at the bottom of the car Option 1. Put the car on the ramps. car will be unleveled and not get all the oil sucked out. Option 2. Suck all the oil out then start the car drive it on the ramps (WITHOUT OIL) to change the oil filter. I'm screwed!
Depending upon the design of the car / engine / sump, you might actually get more oil out by only raising the front wheels. Of course, there is no way to know unless you test it... Drain the oil when you are flat and then raise the font end and see if more oil drains out... Most cars come with a jack and spare tire, so you could use it and some jack stands or cribbing to raise the front end... You could even make stair-step "ramps" out of 2x8s or 2x10s (depending upon the width of your tires) so that you could raise the front and rear at the same time. Personally though, I think the easiest (and cheapest) solution is to learn how to properly use a jack and cribbing.
