Is holding the line just personal preference? Is there any sort of deduction for doing so? I see other divers use fins but it seems using the line like she does is just as efficient? I know nothing about free diving
They are different disciplines- no fins, bifins, monofin...

This discpiline is called free immersion (FIM): one cannot use a propeller (bi-fins or mono-fins) but can pull on the rope.

What's up with the guy and woman swimming up with her at the end, looked like they were in dinner wear lol.
They are safety divers. They usually meet you at 1/3th of your dive.
Typically, if someone is going to pass out on a dive, it will be near the end. So, many accidents can be avoided if someone comes to check that you are ok on that last part of the dive, and if you pass out or look like you will, they can bring you up (another reason to never dive alone)
