Romanian here, our league has been dead for the couple of years due to corruption and many teams with history have started from the 4th divisions due to bankruptcy (in case of my city and heart club, Petrolul Ploiesti, our rivals Rapid Bucharest, Poli Timisoara, U Cluj, Otelul Galati, and the list goes on...) not to mention that they tried to get rid of all of these traditional clubs and tried to create so many fake clubs or literal new clubs with laundered money and shit like that... so if you want to make a career mode save in Romania, the safest bet would be to start with a team which actually has history and played European football rather than some team owned by some criminal who is laundering money... you could play with my club Petrolul Ploiesti, a team with a working class history, coming from a industrial city near the capital or you can play with our rivals Rapid Bucharest which also has a great history, there is also U Cluj, FCU Craiova (not to be confused with the clone team, CSU Craiova which has a ton of success due to their corrupt owners), FC Arges, Farul Constanța (Hagi's team and it also has a lot of youth players) and UTA Arad.
So basically, in my opinion, just avoid the Romanian league if you're not trying to make a road to glory with a team that has an actual background because it would be just boring, avoid playing with CFR Cluj and FCSB which are the most powerful teams in the league, they barely have sold-outs at their games and they only have plastic fans... a great ideea would be to recreate a Romanian club which has been dead for ages and restore their glory, Unirea Urziceni for example which they played Champions League football in 2009-2010 and they had great perfomances such as beating Rangers and Sevilla

For me the best and most entertaining leagues on FIFA has to be the Championship and the 2. Bundesliga, because of how many great teams you have and the fact that they're almost fully licesensed is a big bonus. You can start with any team to do a road to glory with your manager, promote a team then move on to a better one or you can bring the UCL to that team which has been underperforming for ages and missed the promotion each year, the third division of Germany is also great because again, you have some teams with history and you can easily build a fun R2G campaign. Honorable mentions will go to LaLiga because you can pick a team such as Bilbao and continue their strict rule of signing only basque players or just pick a random team such as Rayo Vallecano and overcome the capital giants Real and Atletico. Also I wish in the future they'll license the Portugese league as well since in my opinion is a far better league than Ligue 1.

In FIFA22 I got the young talent Mauritz Kjærgaard up to 91 at just 23 years old (5 seasons in). At 190 cm, he developed into five star in both dribling and weak foot naturally, which is really unusual. In FIFA 23 I got him to 87 so far at 23 years old, he is an absolute monster to buy in career mode! He is also very cheap, you can basically get him for nothing.
I have to correct you of the play-off system in Belgium thou. It changed a lot how it works. Right now PO 1 is the first 4 teams who play 2 times against each other. PO2 play number 5 to number 8, 2 times against each other. The winner of PO2 then in qualified for europa IF the winner of the cup is in the top 4. If not the case ot plays against the number 4 in PO1 for the remaining europa spot.
I barely play the career mode in FIFA, I always prefer to play FM to enjoy more realism, since there's way more depth to it. When I do play career mode, there's not that many options - FIFA is great at simulating that polished top-level football, which is really only limited to the top leagues. Not only smaller leagues lack the real faces of players or stadiums (which wouldn't be that bad), it can't really replicate the general vibe and atmosphere of the less polished football leagues - it would be nice if there was more visual imperfections in the game (if things were more "run-down" and "rusty") and the spectators would act less like a perfectly programmed hoard (which is hard, I understand). Also since FIFA is mainly an arcade, players tend to be a little overpowered sometimes, which is not that obvious if you're playing a PL game, but football in lower leagues tend to be less "perfect" (again - I understand it's harder to replicate these sorts of imperfections). That's why I tend to play only the top leagues in FIFA.

There are actually no good polish coaches with any sort of international experience (I don't mean England or Spain or Italy, I mean also "good enough to train in Slovak League..."), not surprised that in reality they have such a big potential team and perform so shitty (like at the WC) and invite Bielsa to make a Workshop for all polish coaches at Narodowy Stadium in Warsaw.
