This is actually quite a touching scene; he warmly communicates to the young in his family the love for his brother. He also puts this warm, presentational phrasing on his voice and doesn't change it even when he gets annoyed at the 'Leotardo' thing. Then at the end, he confesses his cowardice/capitulation and atones for it be committing himself to 'no more compromise'; and comes out swingin' thereafter. This was a great scene and Frank Vincent acted well in it.
Oh, for crying out loud... He could have changed his surname back at any time in his adult lifetime. Nothing stopped him from doing that.. So laziness about not changing his surname = Tony's fault somehow... In fact, he should have changed his name to 'Shineboxotardo'...

For all of Phil's faults and actions, he's a proud man. It's so heartbreaking that the young people don't even care about their heritage and background. You got to respect Phil for bring proud of who he was.

But he's a complete hypocrite. Leonardo Di Vinci was a great man, who contributed to society. Phil Leotardo is a parasite who inflicts pain and suffering. If he really wanted to do good for Italian Americans he'd quit the life.
Frank Vincent was probably the second best actor on the Sopranos. Right behind James Gandolfini. I give honorable mention to Vince Curatola (Johnny Sack) the guy is fantastic actor. He was so convincing.
