There are much easier ways to reroute the two handles to the front of the table. Did you check out others designs to see how they did their. Chris on "Get Your Hands Dirty" channel design was simple as well as others. And I'm pretty sure she did not have to remove the head of the drill press.

it is very neat but you completely give up your press ability to angle which at least for me is one of the primary things I do with mine. thoughts on how that might be achieved without such sacrifice?

Not really. If you rigged up a pin to lock it in place you have it so it tilts one way.
I have seen adjustable auxiliary tables that can angle.

Unless you need the entire distance from the chuck to table. You could use jigs or vises that can tilt or have jigs with set angles you use.
