it's not properly a filming technique, it's more about a post production effect, that divides reds and blues. It's similar to the old technicolor, you can generate it trhu the most popular post production softwares: in Final Cut, for example, you can do it using the Bad Tv filter, in the Video Effects -> Stylize tab. Quite easy! (:
