It’s less then 2 years more like 1 because he became a pirate 3 years ago and 2 of those years he spent training so he and his crew were basically inactive
@@draico4265 when they say someone is a rookie pirate they don’t mean they r unskilled or have no accomplishments they just mean that they became a pirate recently so even if someone takes down the wg and becomes the pirate king within the first year of being a pirate they’d still be considered a rookie
It’s hard to understand that, the first time I watched one piece I was in like elementary school, and now I just turned 24. So it’s crazy to think in the world of one piece only 2 years past so far
Let's be clear, law made his plan for beating doffy long before allying with the straw hats but he never intended to fight alone. Law became a warlord to freeze his bounty to try to use the marines to his advantage. By law becoming a warlord and then forcing doffy to retire his title as warlord the marines would be forced to help law against doffy. Law would have been the warlord and doffy would have been just another pirate that needs catching which makes perfect sense. As we got to see in the arc his plan didn't go well... Law tried to put his plan into action on the beach but failed because doffy out-smarted him, he was super lucky that he allied with the straw hats instead.
I think this needs to be addressed, so please like this comment I'm commenting on if you agree. Grand line review can't be ok with letting people think law had no plan. What was said on law left him looking bad is all I'm saying.
The only problem I see with them raising his bounty above Rogers is that it basically would mean they are admitting that how much of a threat to them he is to them, meaning he would be getting even more support from others and portraying themselves as scared of him. Lowering their own standings.
Ace's backstory demonstrates that MOST of the world sees Roger as a reprehensible monster to an absurd degree. His very existence brought them fear to the point that the existence of his CHILDREN bring them fear. This is not a person that most of the world even slightly feels the desire to support. This is basically giga-Hitler. Putting a person on standing above giga-Hitler will have the desired outcome. It will make people horrified of him and revile his very existence. Hell, there were even a fair amount of competitive pirates who hated Roger for being a glory hog and having probably had a heavy hand in ruining a lot of their dreams. So, the government doesn't think anyone would actively join Luffy from having a high bounty. What they have failed to realize is the massively positive emotional impact Luffy has had on A LOT of people. And, that will be their downfall. But, I don't really see that as a failing of the bounty system.
However... remember the outrage with his latest bounty and the tongue-in-cheek 5th yonko proclamation? It marked him as a rival for most pirates. Giving him the most wanted title, with his freegoing spirit, could potentially cause a lot of clashes where the older generations want to prove their worth and how "fake" Luffy is. *edit: their, not there

Because in just a few years Luffy has accomplished almost just as much Roger. His bounty deserves to be higher 🤣 He's also influencing the other rookies to do dumb shit the WG hates. If anything they're raising their standards. Before it felt like bounties were just numbers thrown out but now we are actually getting bounties meaning something and that we have ways to measure them. Big Mom, Kaido, WB, Roger, etc. They're bounties, we have no real idea why they're so high other than that the world government is afraid of them. They also probably never really saw Roger team up with other high bounty pirates, especially ones with DF such as the Op Op No Mi
The only reason they would increase Luffy’s bounty over Roger’s is if Luffy truly is Joy Boy. If he is then he’s destined to change the world more than Roger has because it would mean the over throwing of the Celestial Dragon and the unity among everyone and all races. Roger knew that he wasn’t joy boy so he did something that would attract the Joy Boy which is the One Piece and nobody has more freedom than pirates and if Joy Boy had to be someone it would be a pirate with the most freedom and has enough power to keep that freedom.
I've always had the theory that Sengoku's Buddha powers only work on evil people which is why it did absolutely nothing to Luffy but, completely wrecked Blackbeard and his crew

I would like to point that dragon's full name was not even known to marines who accompanied Garp during Water 7. They all were like "this is the first time im hearing dragon's full name". Also luffy is widely recognised as "mugiwara no luffy" and not as "monkey d luffy". So majority of masses who havent looked his wanted poster wouldnt know he is a D
Also at the world government, it was shown that only the higher ups knew (Admiral and above), as well as the fact that Garp specifically said "What's the use of hiding it anymore."(Paraphrasing). Meaning that him and the higher ups have been keeping it a secret. This was also the first time Dragons full name was revealded to the rest of the world and the navy.

I don't think anyone except Garp and Dragon (and maybe Luffy's mom if she's alive) knew about that connection before Garp accidentally spilled the beans
In short; the wg killing luffy would directly or indirectly lead to huge revelations they don't want public. And or would force the wg to confront other big problems/enemies they wouldn't want to otherwise. 1) Garp saving the celestial dragons at God valley would have easily bought garp enough good will to go to the world government and guarantee luffys safety as a kid/the entire east blue saga in exchange for not revealing what happened to the world. 2) Luffy saving alabasta is huge for his global protection. Between cobras world status/economic influence combined with him knowing the location of pluton (doubtful the wg knew the latter part, but not impossible) the wg wouldn't want to piss cobra off by killing luffy right after he saved their country. So they focused on the cover up instead. 3) Luffy going to sky island threw the wg off his scent until after ennes lobby. 4) Luffy being protected after thriller bark is twofold. One, the wg went for the cover up route to prevent the knowledge of the same pirate beating two warlords (thereby weakening the publics trust in the system) and kuma most assuredly lied on paperwork to protect luffy. 5) kuma "ended the threat" by "beating" the strawhats at saboady. 6) the wg was mobilizing all of their resources to fight whitebeard. This keeps luffy safe from amazon Lilly through marineford. 7) big moms indirect protection kept the wg away from Fishman Island and whole cake island. 8) luffy threw the wg off the scent by going to punk Hazzard. While this was easily the wg best chance to kill luffy, there were 2 other islands luffy could have gone to instead. And punk Hazzard was considered an abandoned waste land; especially after the aokiji and akainu fight. 9) fujitora was already on dressrosa; so the wg would see a buster call/sending cp0 there as redundant. 10) reverie was happening at the same time that luffy went to zou; so the wg had all their resources tried up.
Just gonna say that very few people know Dragon's name. When Garp told Luffy who Dragon is, some of the marines said that that was the first time they heard his full name

Dragon in the events of the Post-Enies Lobby Arc, but you’re right that her being in many many criminal organizations prior to officially joining the Strawhat Pirates should have always knew that Luffy is son of a Revolutionary.

I don't think garp and/or dragon are known to be "Monkey D", otherwise people wouldn't be surprise of their connection. They are known as (vice admiral Garp or Garp the hero) and (Dragon the revolutionary)

You should have mentioned that Luffy also has Franky in his crew who is known to be able to build the ancient weapon Pluton. Also that one is unknown to the WG, but he is friends with Shirahoshi, another ancient weapon: Poseidon. He would probably never want to use them, but I think it does add to his CV. About the WG underreaction about Luffys Bounty. I think it might be a posibilitiy that Garp interfered and tried to keep it Secret. Because in Marineford, when Sengoku revealed Luffys relation to Dragon, Garp said something along the lines of 'well it doesnt matter anymore he (luffy) is an established criminal now anyways' Although I am unsure about wether the WG would actually listen to him judging by their interactions with Akainu Idk though how him being related to Garp has not come out sooner though. But Dragon has been known to be pretty much an Enigma that came out of nowhere to the WG, so I think it is likely that they never knew his full name and thus him being related to Garp.

Franky doesn’t know the blueprints to Pluton. He knows the blueprints to the ship that was meant to be built to counteract Pluton if it were to ever return. Saying that, if it’s a ship capable of counteracting Pluton, surely that makes it equal so I guess it wouldn’t matter if it was Pluton or Franky’s blueprint

Until an year or so ago, only then, had i realised he had editors because of him asking for editors. The editing stayed so constent i didn't notice. Well done indeed.
It must be quite a long process for his editors, I sort of feel bad for how much time they must put in. With the combination of getting every individual image, adding borders and distortion due a 3d effect it must take a while. Not too mention the number of images that are made into PNG must take off some time too. Scouring for images is already hard on it's own. But the main time consumer here are the keyframes in the video. And boy, whoever is doing this uses a whole lot of keyframes, I can't imagine how long that would take. A minute in a video takes around 1 - 1.5 hours irl but that can be bumped up to 4 hours depending on the number of edits in smaller scenes. Props to the editors

I am so glad you made this video. As I watched over the summer, I always thought Luffy’s list of achievements was insane. Breaking in and out of impel down, enies lobby, punching a celestial dragon and saving numerous countries. Even the straw hats are nuts like you have the only person currently alive who can read poneglyphs, protege of mihawk, prince of the germa kingdom and student of Tom who built the oro jackson for roger and has vegapunk tech
Dragon was only referred to up until the point where garp said his full name in water seven as "Dragon". Not once did a below admiral rank soldier say dragons full name. That accompanied by the fafct that in water seven his grfoup wasa shocked to learn this, luffys crew was shocked to learn this. and then when we fast forward during the marineford war, Garp states "Whats the use of hiding it anymore." Meaning he was hiding both LUFFY and Ace as well as who their parents were. Obviously people started knowing that luffy was garps grandson after he just started spreading his name. But it's clear that no one knew who any of them were.

Come to think of it, I'm a bit surprised that Robin's bounty isn't much higher than it currently is. After all if she's the only person alive capable of reading the poneglyphs, then she should also in theory be the only means of anyone else obtaining the One Piece, not to mention the ancient weapons.
probably because they want her ability to read those poneglyphs to not get the attention of the masses, and as for why her bounty was so high when she was just only 8 y/o is probably because the priority to catch her by the marines while she was still fresh on the run is still a possibility because of her well being a child, but now after 20 years on the run plus now she is a member of the straw hats it's possible that they would do some damage control by not raising her bounty as much as possible

It is kinda weird that Luffy's dad is the most wanted man on earth yet they didn't send out people to hunt him down while all the other dangerous spawn were tracked to the ends of the earth. Is Garp really that big of a deal? The man's pushing 70 and he still picks his nose.
Maybe Dragon was a member of the Marines and they know what he's capable of and also the title of "most dangerous man" Might mean that he's dangerous for the world govt and not the people, which makes more sense as we can see

i thought that law became a warlord to be able to use the government to find punk hazard since its been wiped off the map and is essentially impossible to fine. the strawhats only got there by accident thanks to brownbeard sending a distress signal.
Not force Duffy to retire but make him stay his hand in attacking him Doffy knew law was a traitor at that point and would of killed him if he didn't have wg protection
remembering that in water 7 the marines are surprised that luffy is garp's grandson and in imperial down ivankov didn't know that luffy was the dragon's son so we can assume that before the timeskip few people knew dragon and garp's full name
One thing we may have miss is that Garp is most certainly involve in how much Luffy bounty raise until marineford. Isn't it weird that Garp show up in east blue and recruit Kobby when the first bounty for is grandson appeare ? It's safe to assume that the hero of the marine at least tamper the information that it didn't go in Sengoku hands to avoid to much trouble himself. Thinking about it some event are weird, like how Dragon knew Luffy was setting sail on his 17th years or Garp showing up in Water seven to be the sole marine around after enies lobby. I wonder how much they know about history and if they understood something is strange with the rubber boy, like the numerous time Woop slap talk about Luffy and destiny/fate...
When you said that bit about garp being the most powerful marine, it got me thinking, it would be pretty awesome to see garp square up with akainu. I don't expect garp to win or for the fight to even have an ending, but it would be awesome to see them clash and see garp holding his own.

Dragon full name was a top secret untill Marineford because of Garp reputation. Also, was it possible that the first time, they just didn't recognize him, who knows how many Monkey D. we have around, or then Garp just asked some favors.

I think Shanks had to let the gorosei know that Luffy ate the fruit he stole. He prob has had leverage over WG this whole time partly due to having that "certain fruit". And he finally let them know when they met, that he does not in fact still have it...but that it was eaten by Luffy years ago.

Well on your point about Luffy defeating three of the warlords the World Government actively hid the fact Luffy defeated two of them from the public. For Crocodile they said said that Smoker was the one to defeat him and they just never reported that Luffy defeated Moria to save face, which is the reason his bounty didn't go up after Thriller Bark. Doflamingo was the first warlord that was known publicly to be defeated by Luffy, only because Fujitora outright said it and didn't give the government time to cover up. I think some people tend to forget that while the government does put bounties on people to show threat there are some things they want to keep hidden from the public and to that end undersell a persons bounty to not show their true intentions.
i attribute the retrospective downplaying of luffy's credibility as a world threat partially to the navy's priorities being focused on keeping the existing yonko's territories from expanding further as well as potential logistic and manpower issues at the time. though we do have to keep in mind how many times Luffy got ridiculously lucky and also dropped off the radar completely so to speak. after the summit war, we do learn that the world government instituted a draft which means the military forces they had at their disposal were mostly volunteers. assuming there was an active draft for a time during and shortly after the Roger's death, that means there was a near two decade gap in which the world saw a period of relative peace. sure the yonko were very much active during this time but there isn't much indication of major world events during that time that warrant maintaining a military draft. the biggest event we know that happened during that time was the buster call on ohara. it just doesn't make much logistic or financial sense to maintain a standing conscripted force for that long a period of time. doing so is extremely expensive. Additionally, Luffy's first bounty was issued in the East Blue, considered by people to be the weakest of the four seas and while anyone of authority who might be aware of the importance of the Monkey and D names, it's fair to see how Luffy could be underestimated early on in his career. Events after Alabasta I think is where things take a turn in how the navy views Luffy. Sometime between Alabasta and Long Ring Long Land, the Navy definitely starts to take Luffy more seriously and we know this because Aokiji is very aware of the crew by then which means information regarding Luffy and the Strawhats were passed onto Aokiji directly as it became known that Nico Robin was among his crew. That obviously raised a lot of red flags and would absolutely illicit a more active hunt for the Strawhats with an admiral getting more directly involved and figure out their whereabouts. But where was the group for most of the time between Alabasta and Long Ring Long Land? Skypiea. It is my inclination to think that the Strawhats would have been hounded by high profile navy forces after Alabasta if they hadn't gone to Skypiea, a place the Navy basically could not trail them. So, as a result of that, they lost track of the crew and because they had no way of figuring out when or where they would reappear, were forced to call off the search and prioritize other things, leaving Aokiji with the responsibility of keeping track of the Strawhat investigation in the eventuality that they are sighted again. If literally any other admiral had been given this job, the entire Strawhat crew would have been taken down at Long Ring Long Land. Luffy got super lucky in that sense because not only did Aokiji let them go, it's possible he didn't report the encounter to the Navy which means as far as the World Government is concerned, the Strawhats don't reappear again until Water 7 where Nico Robin is apprehended and transferred to Enies Lobby which is then subsequently raided by the Strawhats which causes the Navy to lose Nico Robin. now this is where Garp comes in. Garp is sent directly to Water 7 to take down the Strawhats but we all know how that goes and Garp returns to Navy Headquarters with the report of basically "They got away. oops." Again, if they had sent anyone else, it's possible the Strawhats would have been taken down there. Luffy got super lucky. On top of that, the Strawhats escaped from Garp via "Coup de Burst" which literally fired them a distance of 1000 meters or 1km in a matter of seconds. while this doesn't immediately get them to disappear from Navy sight assuming the horizon at sea level is the same distance as the real world, this does render the Strawhats effectively uncapturable on the open ocean and the chase is again called off. Then Thriller Bark happens and, say it with me, Luffy is super lucky again as Kuma is sent to capture them and also basically lets them go. and rinse and repeat for the arrival at Sabaody and then again at the return to Sabaody and then Dressrosa and now you get the point im making here it's definitely not for the Navy's lack of trying after a certain point, they basically had admiral level individuals on Luffy's ass as much as possible after even as far back as Jaya arguably but people and circumstances would not stop getting in the Navy's way. so to make this overly long comment short I think they downplayed Luffy all the way up into Alabasta and then after the events of Alabasta they actually started seeing him as a credible world threat but were never able to get him because the world conspires to help luffy making him stupidly fucking lucky in that regard.
Something you missed that the rest of the comments aren’t mentioning is that the bounties aren’t necessarily just for one person’s power. Crew member’s bounties can go up because they are connected to their captain, so it makes sense that it goes the other way too. The Emperors of the Sea are extremely powerful, but I’d reckon that their bounties are so high because in addition to that power they have powerful Generals and Tobi Ropo and thousands upon thousands of troops at their command. Luffy, as far as the world government knows, commands a handful of strong individuals on a single ship. The world government probably has reservations against giving them the same notoriety as the giant kingdom-sized crews of the Four Emperors, and his high bounty regardless of that shows just how dangerous Luffy is.
As for the Straw Hat Grand Fleet, I doubt the world government knows about it yet outside of one or two ships like Bartolomeo’s. In their eyes it’s the beginnings of a grand fleet, but one or two ships is not comparable to the huge fleets of the Emperors.

Simple answer is No. Luffy took down Big Mom, and is about to take down Kaido. He infiltrated Impel Down and got out, fucked up Enies Lobby to get Robin back whom alone is a threat to the WG. He was at Marineford. The son of Dragon, Grandson of Garp hero of the navy. Ace, Rogers Son was a brother to Luffy. All signs point to Luffy being a bigger threat in the eyes of the WG than Roger was at this point. There is also the stuff we aren't aware of yet that involves the strawhats. Then there is the fact he's influencing the entire rookie pirate class and has allies such as Law with one of the most OP DF. They have every reason to make his bounty higher than Roger. Inflation has no place
I bet you’re right on the money about Luffy’s eventual bounty - and I’d go so far as to bet that Roger’s bounty is what it is specifically to set that up.
The best explanation, besides the obvious, as to why Luffy seems really underestimated by the WG is that they're so used to the bigger threats of Yonko. Luffy might have had a big startup, but compared to what the Yonko and their commanders have done over the years it wasn't as urgent.

I know this is gonna be kind of unrealated but- and I can't stress this enough, especially just thinking about the past of pre timeskip, I'm incredibly worried about one character being the catalyst of the next war. And y'know I'm not sure if Sabo is that. I think Robin is. I think that Robin is the key that many want (and is being pursued to this day). If she gets caught Luffy and the others will fight for her, Dragon won't want the WG to have her, etc. It would spark something. And the other thing is, Robin wanting to live and being forced into captivity sounds like it could have some more compelling moments. Because now, Robin knows she really has those people she can laugh with to save her.

Sabaody Arc in both the Pre-Timeskip Era and Post-Timeskip Era Luffy inspired more dangerous and illegal criminals than the likes of Roger and White Beard themselves; the destruction of Enies Lobby he inspired Pirates to continue on their acts of Piracy; he broke in and out of Impel Down a feat which is even more impressive than what Golden Lion Shiki accomplished which was only breaking out of Impel Down, and him getting a Grandfleet from Post-Dressrosa to now has been him inspiring more and more pirates to commit more acts of Piracy to the point that the World Government is now starting to realize that Luffy is throwing the world more into chaos than White Beard, Roger, Shiki, and Dragon have been trying to do for years whereas Luffy is speed running the likes of being a notorious criminal.

I always felt like Law became a Warlord in order to keep his crew from being absorbed by a Yonko crew over the two years because that is supposed to be the only way to survive in the New World. Also, I feel like it gained him some trust with Caesar.
Caesar being apart of Bege’s Pirate Crew instead of working for the World Government means that Caesar gets unlimited funding for his scientific discoveries along with endless amounts of food, and the World Government only has one of the best scientists Vega Punk unless he commits treasons against the World Government too by joining the Revolutionaries or the Strawhat Pirates.
I think the mention of Sabo and Ace for one of the arguments of why they should have gone after him as a kid was both overkill and not common knowledge outside of Garp and MAYBE Sengoku. While I don't think using those examples were unnecessary, I do think the comparison of him being a Monkey D. To Nico Robin and Ace in terms of jump the gun threat estimation is a spot on example/call out and was likely only stopped because Garp was his grandfather. Only one logic redundancy I could find but good video!

Let's be clear, law made his plan for beating doffy long before allying with the straw hats but he never intended to fight alone. Law became a warlord to freeze his bounty to try to use the marines to his advantage. By law becoming a warlord and then forcing doffy to retire his title as warlord the marines would be forced to help law against doffy. Law would have been the warlord and doffy would have been just another pirate that needs catching which makes perfect sense. As we got to see in the arc his plan didn't go well... Law tried to put his plan into action on the beach but failed because doffy out-smarted him, he was super lucky that he allied with the straw hats instead.

The only problem I see with them raising his bounty above Rogers is that it basically would mean they are admitting that how much of a threat to them he is to them, meaning he would be getting even more support from others and portraying themselves as scared of him. Lowering their own standings.
Ace's backstory demonstrates that MOST of the world sees Roger as a reprehensible monster to an absurd degree. His very existence brought them fear to the point that the existence of his CHILDREN bring them fear. This is not a person that most of the world even slightly feels the desire to support. This is basically giga-Hitler. Putting a person on standing above giga-Hitler will have the desired outcome. It will make people horrified of him and revile his very existence. Hell, there were even a fair amount of competitive pirates who hated Roger for being a glory hog and having probably had a heavy hand in ruining a lot of their dreams.
So, the government doesn't think anyone would actively join Luffy from having a high bounty. What they have failed to realize is the massively positive emotional impact Luffy has had on A LOT of people. And, that will be their downfall. But, I don't really see that as a failing of the bounty system.
However... remember the outrage with his latest bounty and the tongue-in-cheek 5th yonko proclamation?
It marked him as a rival for most pirates.
Giving him the most wanted title, with his freegoing spirit, could potentially cause a lot of clashes where the older generations want to prove their worth and how "fake" Luffy is. *edit: their, not there

Because in just a few years Luffy has accomplished almost just as much Roger. His bounty deserves to be higher 🤣 He's also influencing the other rookies to do dumb shit the WG hates. If anything they're raising their standards. Before it felt like bounties were just numbers thrown out but now we are actually getting bounties meaning something and that we have ways to measure them. Big Mom, Kaido, WB, Roger, etc. They're bounties, we have no real idea why they're so high other than that the world government is afraid of them. The only reason they would increase Luffy’s bounty over Roger’s is if Luffy truly is Joy Boy. If he is then he’s destined to change the world more than Roger has because it would mean the over throwing of the Celestial Dragon and the unity among everyone and all races. Roger knew that he wasn’t joy boy so he did something that would attract the Joy Boy which is the One Piece and nobody has more freedom than pirates and if Joy Boy had to be someone it would be a pirate with the most freedom and has enough power to keep that freedom.

In short; the wg killing luffy would directly or indirectly lead to huge revelations they don't want public. And or would force the wg to confront other big problems/enemies they wouldn't want to otherwise.
1) Garp saving the celestial dragons at God valley would have easily bought garp enough good will to go to the world government and guarantee luffys safety as a kid/the entire east blue saga in exchange for not revealing what happened to the world.
2) Luffy saving alabasta is huge for his global protection. Between cobras world status/economic influence combined with him knowing the location of pluton (doubtful the wg knew the latter part, but not impossible) the wg wouldn't want to piss cobra off by killing luffy right after he saved their country. So they focused on the cover up instead.
3) Luffy going to sky island threw the wg off his scent until after ennes lobby.
4) Luffy being protected after thriller bark is twofold. One, the wg went for the cover up route to prevent the knowledge of the same pirate beating two warlords (thereby weakening the publics trust in the system) and kuma most assuredly lied on paperwork to protect luffy.
5) kuma "ended the threat" by "beating" the strawhats at saboady.
6) the wg was mobilizing all of their resources to fight whitebeard. This keeps luffy safe from amazon Lilly through marineford.
7) big moms indirect protection kept the wg away from Fishman Island and whole cake island.
8) luffy threw the wg off the scent by going to punk Hazzard. While this was easily the wg best chance to kill luffy, there were 2 other islands luffy could have gone to instead. And punk Hazzard was considered an abandoned waste land; especially after the aokiji and akainu fight.
9) fujitora was already on dressrosa; so the wg would see a buster call/sending cp0 there as redundant.
10) reverie was happening at the same time that luffy went to zou; so the wg had all their resources tried up.
makes the plot armor seem a lot more realistic when you put it this way 😂

You should have mentioned that Luffy also has Franky in his crew who is known to be able to build the ancient weapon Pluton. Also that one is unknown to the WG, but he is friends with Shirahoshi, another ancient weapon: Poseidon. He would probably never want to use them, but I think it does add to his CV.
About the WG underreaction about Luffys Bounty. I think it might be a posibilitiy that Garp interfered and tried to keep it Secret. Because in Marineford, when Sengoku revealed Luffys relation to Dragon, Garp said something along the lines of 'well it doesnt matter anymore he (luffy) is an established criminal now anyways' Although I am unsure about wether the WG would actually listen to him judging by their interactions with Akainu
Idk though how him being related to Garp has not come out sooner though. But Dragon has been known to be pretty much an Enigma that came out of nowhere to the WG, so I think it is likely that they never knew his full name and thus him being related to Garp.

It must be quite a long process for his editors, I sort of feel bad for how much time they must put in.
With the combination of getting every individual image, adding borders and distortion due a 3d effect it must take a while. Not too mention the number of images that are made into PNG must take off some time too.
Scouring for images is already hard on it's own.
But the main time consumer here are the keyframes in the video. And boy, whoever is doing this uses a whole lot of keyframes, I can't imagine how long that would take.
A minute in a video takes around 1 - 1.5 hours irl but that can be bumped up to 4 hours depending on the number of edits in smaller scenes.

Come to think of it, I'm a bit surprised that Robin's bounty isn't much higher than it currently is. After all if she's the only person alive capable of reading the poneglyphs, then she should also in theory be the only means of anyone else obtaining the One Piece, not to mention the ancient weapons.
I think the WG keep her bounty at a moderate level so that not a lot of attention is drawn to her.

One thing we may have miss is that Garp is most certainly involve in how much Luffy bounty raise until marineford. Isn't it weird that Garp show up in east blue and recruit Kobby when the first bounty for is grandson appeare ? It's safe to assume that the hero of the marine at least tamper the information that it didn't go in Sengoku hands to avoid to much trouble himself.
Thinking about it some event are weird, like how Dragon knew Luffy was setting sail on his 17th years or Garp showing up in Water seven to be the sole marine around after enies lobby.

with how luffy has a grand fleet,punched a world noble,will defeat the 2 yonko keeping them from going to the one piece,has allies in various kingdoms,is friends/allies with a few of the warlords(and has one in love with him/another that trained his just as destructive crewmember.) alongside one on his crew , has changed several of their marines into possibly leaving,is the son of the most wanted man in the world(even more if his mother is revealed to have similar position/what his "mother" has done.)/grandson of their hero that defeated xebec and the young yonko with gold d. rogers help,being one of imu's targets for "cleansing the light of"(which 2 of his allies one of which refused the world nobles and a yonko that's just as underestimated.)

I think Shanks had to let the gorosei know that Luffy ate the fruit he stole. He prob has had leverage over WG this whole time partly due to having that "certain fruit". And he finally let them know when they met, that he does not in fact still have it...but that it was eaten by Luffy years ago.

Well on your point about Luffy defeating three of the warlords the World Government actively hid the fact Luffy defeated two of them from the public. For Crocodile they said said that Smoker was the one to defeat him and they just never reported that Luffy defeated Moria to save face, which is the reason his bounty didn't go up after Thriller Bark. Doflamingo was the first warlord that was known publicly to be defeated by Luffy, only because Fujitora outright said it and didn't give the government time to cover up. I think some people tend to forget that while the government does put bounties on people to show threat there are some things they want to keep hidden from the public and to that end undersell a persons bounty to not show their true intentions.

i attribute the retrospective downplaying of luffy's credibility as a world threat partially to the navy's priorities being focused on keeping the existing yonko's territories from expanding further as well as potential logistic and manpower issues at the time. though we do have to keep in mind how many times Luffy got ridiculously lucky and also dropped off the radar completely so to speak.
after the summit war, we do learn that the world government instituted a draft which means the military forces they had at their disposal were mostly volunteers. assuming there was an active draft for a time during and shortly after the Roger's death, that means there was a near two decade gap in which the world saw a period of relative peace. sure the yonko were very much active during this time but there isn't much indication of major world events during that time that warrant maintaining a military draft. the biggest event we know that happened during that time was the buster call on ohara.
it just doesn't make much logistic or financial sense to maintain a standing conscripted force for that long a period of time. doing so is extremely expensive.
Additionally, Luffy's first bounty was issued in the East Blue, considered by people to be the weakest of the four seas and while anyone of authority who might be aware of the importance of the Monkey and D names, it's fair to see how Luffy could be underestimated early on in his career.
Events after Alabasta I think is where things take a turn in how the navy views Luffy.
Sometime between Alabasta and Long Ring Long Land, the Navy definitely starts to take Luffy more seriously and we know this because Aokiji is very aware of the crew by then which means information regarding Luffy and the Strawhats were passed onto Aokiji directly as it became known that Nico Robin was among his crew. That obviously raised a lot of red flags and would absolutely illicit a more active hunt for the Strawhats with an admiral getting more directly involved and figure out their whereabouts. But where was the group for most of the time between Alabasta and Long Ring Long Land? Skypiea.
It is my inclination to think that the Strawhats would have been hounded by high profile navy forces after Alabasta if they hadn't gone to Skypiea, a place the Navy basically could not trail them. So, as a result of that, they lost track of the crew and because they had no way of figuring out when or where they would reappear, were forced to call off the search and prioritize other things, leaving Aokiji with the responsibility of keeping track of the Strawhat investigation in the eventuality that they are sighted again.
If literally any other admiral had been given this job, the entire Strawhat crew would have been taken down at Long Ring Long Land. Luffy got super lucky in that sense because not only did Aokiji let them go, it's possible he didn't report the encounter to the Navy which means as far as the World Government is concerned, the Strawhats don't reappear again until Water 7 where Nico Robin is apprehended and transferred to Enies Lobby which is then subsequently raided by the Strawhats which causes the Navy to lose Nico Robin.
now this is where Garp comes in. Garp is sent directly to Water 7 to take down the Strawhats but we all know how that goes and Garp returns to Navy Headquarters with the report of basically "They got away. oops." Again, if they had sent anyone else, it's possible the Strawhats would have been taken down there. Luffy got super lucky. On top of that, the Strawhats escaped from Garp via "Coup de Burst" which literally fired them a distance of 1000 meters or 1km in a matter of seconds. while this doesn't immediately get them to disappear from Navy sight assuming the horizon at sea level is the same distance as the real world, this does render the Strawhats effectively uncapturable on the open ocean and the chase is again called off.
Then Thriller Bark happens and, say it with me, Luffy is super lucky again as Kuma is sent to capture them and also basically lets them go.
and rinse and repeat for the arrival at Sabaody
and then again at the return to Sabaody
and then Dressrosa
and now you get the point im making here
it's definitely not for the Navy's lack of trying after a certain point, they basically had admiral level individuals on Luffy's ass as much as possible after even as far back as Jaya arguably but people and circumstances would not stop getting in the Navy's way.
so to make this overly long comment short
I think they downplayed Luffy all the way up into Alabasta and then after the events of Alabasta they actually started seeing him as a credible world threat but were never able to get him because the world conspires to help luffy making him stupidly fucking lucky in that regard.
Something you missed that the rest of the comments aren’t mentioning is that the bounties aren’t necessarily just for one person’s power. Crew member’s bounties can go up because they are connected to their captain, so it makes sense that it goes the other way too. The Emperors of the Sea are extremely powerful, but I’d reckon that their bounties are so high because in addition to that power they have powerful Generals and Tobi Ropo and thousands upon thousands of troops at their command. Luffy, as far as the world government knows, commands a handful of strong individuals on a single ship. The world government probably has reservations against giving them the same notoriety as the giant kingdom-sized crews of the Four Emperors, and his high bounty regardless of that shows just how dangerous Luffy is.
As for the Straw Hat Grand Fleet, I doubt the world government knows about it yet outside of one or two ships like Bartolomeo’s. In their eyes it’s the beginnings of a grand fleet, but one or two ships is not comparable to the huge fleets of the Emperors.

Simple answer is No. Luffy took down Big Mom, and is about to take down Kaido. He infiltrated Impel Down and got out, fucked up Enies Lobby to get Robin back whom alone is a threat to the WG. He was at Marineford. The son of Dragon, Grandson of Garp hero of the navy. Ace, Rogers Son was a brother to Luffy. All signs point to Luffy being a bigger threat in the eyes of the WG than Roger was at this point. There is also the stuff we aren't aware of yet that involves the strawhats. Then there is the fact he's influencing the entire rookie pirate class and has allies such as Law with one of the most OP DF. They have every reason to make his bounty higher than Roger. Inflation has no place

The best explanation, besides the obvious, as to why Luffy seems really underestimated by the WG is that they're so used to the bigger threats of Yonko. Luffy might have had a big startup, but compared to what the Yonko and their commanders have done over the years it wasn't as urgent.

I know this is gonna be kind of unrealated but- and I can't stress this enough, especially just thinking about the past of pre timeskip, I'm incredibly worried about one character being the catalyst of the next war. And y'know I'm not sure if Sabo is that. I think Robin is. I think that Robin is the key that many want (and is being pursued to this day). If she gets caught Luffy and the others will fight for her, Dragon won't want the WG to have her, etc. It would spark something. And the other thing is, Robin wanting to live and being forced into captivity sounds like it could have some more compelling moments. Because now, Robin knows she really has those people she can laugh with to save her.

They probably don't want to give Luffy the credit he's owed because they don't want to risk a second Roger inspiring situation? That's just my guess though.
Sabaody Arc in both the Pre-Timeskip Era and Post-Timeskip Era Luffy inspired more dangerous and illegal criminals than the likes of Roger and White Beard themselves; the destruction of Enies Lobby he inspired Pirates to continue on their acts of Piracy; he broke in and out of Impel Down a feat which is even more impressive than what Golden Lion Shiki accomplished which was only breaking out of Impel Down, and him getting a Grandfleet from Post-Dressrosa to now has been him inspiring more and more pirates to commit more acts of Piracy to the point that the World Government is now starting to realize that Luffy is throwing the world more into chaos than White Beard, Roger, Shiki, and Dragon have been trying to do for years whereas Luffy is speed running the likes of being a notorious criminal.
Honestly, I think Law just became a warlord just to keep the marines on his back while he prepped to take down Doflamingo.

I always felt like Law became a Warlord in order to keep his crew from being absorbed by a Yonko crew over the two years because that is supposed to be the only way to survive in the New World. Also, I feel like it gained him some trust with Caesar.
Caesar being apart of Bege’s Pirate Crew instead of working for the World Government means that Caesar gets unlimited funding for his scientific discoveries along with endless amounts of food, and the World Government only has one of the best scientists Vega Punk unless he commits treasons against the World Government too by joining the Revolutionaries or the Strawhat Pirates.
I think the mention of Sabo and Ace for one of the arguments of why they should have gone after him as a kid was both overkill and not common knowledge outside of Garp and MAYBE Sengoku. While I don't think using those examples were unnecessary, I do think the comparison of him being a Monkey D. To Nico Robin and Ace in terms of jump the gun threat estimation is a spot on example/call out and was likely only stopped because Garp was his grandfather. Only one logic redundancy I could find but good video!
