Had one, returned it addressed to the name on the letter telling him that I have now opened an investigation into him and he may get a visit and not to worry if he is out as we will return another day. 6 months now so far so good

It's a computer Generated letter, apart from puting the address it's all the same. Even their regional Manager signed at the bottom of the page here in my region is the same regional manager in other regions going by Chilli John Carnie. So its all the same it's a Computer Generated letter that goes out around the whole of the UK.
They've gone back to the beginning with the IN codes, I believe they got up to the high thirty's. The details they refer to are the address of the property and nothing else. I've only had two visits in 36 years in that time I've saved £3900 on the licence fee at the price they charge in the years I've been totally licence free. I did pay for 5 years August 2011 to August 2016. The average fine including costs is about £170. Even if you do a no licence required declaration they can still visit claiming they're just checking you don't need a TV licence.
I don't get a "TV licence." Why do you need one? If they want you to pay to watch TV, do what they do in North America - offer TV packages which include all the TV channels and charge a monthly fee for those channels. No need for a license, if they don't pay, their service is cut off and they can't watch those channels. Easy peasy, eh?
No yo individual content but yes your supposed to have a licence for any live broadcasts tv links is sky, cnn, bbc, itv etc but not say a newspaper live link which happen a lot do if anything big happens I will go to a newspaper link not tv broadcast

Worthington and another v Metropolitan Housing Trust Ltd (2018) EWCA Civ 1125 and section 1 of the Protection from Harassment Act 1997 (PHA 1997) Is the relevant case law and offence. The woman running TV Licensing's name is easy to find online, its a public record. Write the date and the crime reference number on the letter and file it. Build up a collection, then send a cease and desist letter, with the crime reference numbers, say send no more letters. Send a withdrawal of implied rights of access letter. Stops them turn up. It's an offence if they do. Send an order to delete your information from their database under GDPR. That's to the BBC, BBC Licensing and to Capita Follow that up with 3 Subject Access Requests to check they have deleted your data under the right to be forgotten rules. If not three separate complaints to the Information Commissioner's office.

The reference number is nonsense. The same number appears on all letters. If you do get a visit and you are not in they will leave a "we visited your premises" card. I've been getting letters for 4 years and I'm out most days, not one card. Officers work from home, if you are within an hours drive you are on the list for want of a better word. Person who's name is printed on the letter does exist. He's also a melt. They no longer work at weekends due to budget constraints. In the unlikely event of you getting a visit just say nothing and shut the door. You will be listed as "slam door" but it's very unlikely you will be visited again. In the offices mind it will be on their allocated visits and most will say "no point" If you abuse them it will be flagged up and may cause further grief. Keep it simple. Shut the door and don't say anything. "Less is more"
If you watch it on someone else's premises then it's their responsibility to be licenced. If you're staying in a hostel with a TV in your own room you need a TV licence unless it's covered as part of your service charge, it's the hostel's responsibility in communal areas.

I got one of those as well, it came on the 28th of August, it says I've got till September 4th which is 7 days

It won't get returned. Royal Mail has a deal with TVL that any of their letters marked RTS are just binned.
