Engine development programme should be given to a collaboration of GTRE & experienced pvt players like Godrej.
Although the Kaveri engine is a huge breakthrough, alternative means of propelling ships and submarines also exist. Nuclear power can do large vessels, and fuel cells can power smaller ships.
The indigenous technology to produce naval reactors and fuel cells already exists. It is time for the navy to start moving away from traditional diesel engines and towards newer tech. Nuclear/fuel cells is the way to bet!

Ah yes the PSUs that actually develop something . The pvt companies with some exceptions don't develop technologies, they make them.

Iran and North Korea Turkey also have very small defense budgets. They both are under lots of sanctions. Still they have managed to do better than India and to some extent even better Russia and China in their respective fields. In fact, Russia has relied on both these nations for the supply of weapons and drones in its war with Ukraine.. India fails again and again because DRDO purpose is to give employment.
When n number of task are performed by n number of people the combined efficiency of few talented people is brought down by the low efficiency of n number people. For n number of task performed by n number people the sum total of efficiency is product of Individual efficiency as a percentage factor efficiency of 99 percent is considered as 0.99 As a result team efficiency goes down drastically for large teams and fall below the minimum threshold for attaining success. Imagine the product of 5 task performed by 5 people would give a combined efficiency of (0.99 x 0.98 x 0.90 x 0.90 x 0.80 = 0.6286) I.e the efficiency is reduced to 62%

Small defence budgets? Brother don't go on numbers go on percentage of GDP. N Korea spends like 20-25 % on defence and just fucking imports stuff from China because they can't buy anything. Iran has like 2 indigenous jets both are based on American f5's. With a total of less than 10 aur frames. And my brother in whatever holy Russia is dependent on them because they can't make shit. And TBf Turkish and Iranian drones are efficient but not the end all be all of armed combat. Even Ukraine now has, like DJI drones strapped with small bombs and are destroying tanks and ifvs and like trenches. Btw the analogy does not work you can't say people in govt jobs have poor efficiency, isro is govt but has great efficiency. It's the leadership that matters.
