Don't they literally say in the episode that the technology to do this was lost back in the Sengoku period? Thats whey they can't fix it. And even then, Muzan would body an unlimited number of these things, all they can do is mimic the basic moves of Yoriichi. The actual swordsman himself is orders of magnitude faster and stronger, there is no replicating that.
