Ancient Japan had its share of urban warfare. During most of the Tokugawa Bakufu's operation, shouldered firearms were strictly an infantry or auxiliary weapon, while the 3m composite bow was familiar to every cavalryman. In a Daimyo's position, I'd want to equip line infantry with rifles and bayonets (bayonet tactics being an evolution of spear tactics), and line cavalry with bows and spears to maximize the effectiveness of both. All Offices would be issued bows and swords; the bow is useful for spotting the target for a charge or rifle barrage when flaming arrows are used. Here, in the Imperial City battleground, the bridges bottleneck cavalry, much as was the case at Stirling Bridge in Great Britain; immobile horses are sitting ducks for foot soldiers with spears and/or bayonets.
Whoever was in charge of the Blue Soldiers was an idiot. Didn't seem to use any sound strategy. With superior weapons, numbers, AND on defense it should have been a cake walk.
