Under shot wheels were never that effecient, overshot used not only the weight of water but gravity as well and was used as much as possible often diverting water for long distances just to get enough head. This I believe is where the term for pumps came from. Many leats here in Cornwall ran for hundreds of metres. The principle was used before pumps for pumping water out of the mines and running the mill stamps as well as for grinding cereals.

Whenever installing a waterwheel, Regardless of size and community engagement, performance is underwhelming. An underthrow wheel at minimum needs to be fed at height of the axle, to at least have 1/4 of the circumfrence powered. They need to raise the wier or the waterlevel!
