When I was in high school our neighbor had a 65 El Camino with some bars on the lower right side of the steering wheel to push for gas and brake. I think you just pushed the lever for break and there was a squeeze trigger for the gas but it was really simple. She wasn't handicapped but the car was her father's. After he died she didn't have the heart to remove the equipment.

Shouldn't be too expensive since it's just a bunch of articulated metal rods, nothing electronic or motorized
