As far as I'm concerned, when city officials across the state vote to kill desalination plants up our coastline, our water issues must not be too dire. If we were ever in an actual water emergency, desalination plants are incredibly cost effective. There are already some in operation. I think every coastal city should have at least 1.

When we had a drought, they kept raising our water bill because they said we did NOT have enough water. Now we have way too much water we don't even know what to do with it, but the dog-gone water bill stays the same!
Hopefully they are harvesting the water to the soil. The ground has been dry, impermeable and lifeless wherever it is bare. Water takes time to infiltrate sun-baked soil. Shunting it off to the sea is a mistake, they need frequently placed, biologically active swales and raingardens to appropriately absorb water to the topsoil.
