That's called a Stinger Hoop/bar. The original intent is in the event of a nose down / tail over situation from going down too steep of a hill it forces a side roll instead of landing straight on the top of the rig. Or, if a rig has a full exo cage it can help minimize body damage along with making if more safe for the occupants. It was given to me a long time ago so I made a video on how to cut and weld it into place. I'm going to eventually cut it off and just have a Bull bar to protect the winch and grill. I've only once needed it to prevent a tail over flip, I throttled out of it and saved it.
