I got the image online and added dimensions that I thought looked right. I show how to set up layers @1:50. Let me know if you still need help. I plan on producing more content in the coming months.
If 4 inches looks small on your screen, just zoom in. AutoCAD has infinite space. If you have a large object, you'll have to zoom out. Think about it as a map, if you zoom in you can see the streets, if you zoom out, you'll be able to see the city but the streets will look small.
