In India tenant should pay service/maintenance charges for the apartment community+ rent+ electricity etc. In Dubai why owner has to pay the service charges?

You should also calculate the future value of the principal amount invested in property. I mean that 1 MM value invested today is not the same value after five years. That discount rate need to be applied while calculating the ROI.
