thats called game design, the cars adapt to the player's speed and ability, the ai will move faster if you are far ahead, and they'll move slower if you are far behind.
They used Gta Mobile to remastered it into definitive edition not the pc version since in the game code it has some codes that tell that it was mobile version they remastered and port it to the pc and consoles.

Alot of the old ps2 racing games had a game mechanic where the bots your racing against would slow down or speed up depending on your position. I dont know how vice city was programmed but it was probably programmed similar.
I mean it looked cool that he backed up in the beginning but realistically that probably did nothing. Most games with racing have rubber banding not allowing the player to fall too far behind

Best fast trick to pass this mission is jus leave your bike and press " big bang" and u will pass the mission.
This is easy in games that have a rubber effect, they don't let rivals move too far away or stay too far away
