Just tap UP (or to stand key) repeatedly but don't stand. The bike will accelerate very quickly and gets a higher top speed. However, it doesn't work if you have a back rider with you.
They used Gta Mobile to remastered it into definitive edition not the pc version since in the game code it has some codes that tell that it was mobile version they remastered and port it to the pc and consoles.

This is nothing impressive. In all racing games the enemies speed is Adjusted to your speed. So if you fall behind the get slower and of you get too far ahead they go into cheatmode speed
