@@MrRock4evr by the way I think I found the in universe reason for Team Rockets serious change in Black and White and that comes from a translation for a Japanese Radio Show hosted by the trio called Team Rocket's Secert Empire. They created that persona so that they could get higher to the top. Mewoth admits this in the first episode of it where James asks how does Jessie feel about being professional. After Mewoth's response James goes into a tangent about how he is getting tired of it with wirh Jessie Mewoth deciding to use Radio to give them a break from being serious and to try and recruit a huge amount of new members for Team Rocket. If that sound familiar that's because that episode in Journey's was one big callback to it.
