And even if it was Volo, perhaps that means both theories could be true, so as punishment for his crimes, Arceus cursed him to be a Pokemon to be used by humans, after Volo tried so hard to get to the point of playing God. Dude ever since the anime episode Scare at the Litwick Mansion, I've been terrified of that Pokemon. Just the fact they were slowly draining the lifeforce of Team Rocket throughout the episode making them look like zombies and they nearly killed everyone by dragging them into the Spirit World. Easily the darkest episode of the BW arc.

The problem with ghost type mons is that all of these creepy tales don't seem possible since they reproduce. Am I really supposed to believe that ghost mons are dead people when they can pump out eggs by the dozen? Are there human souls waiting in line to be added to the pile as ghost mons bang? Will breeding ghost mons in the daycare cause massacres of innocent people dying just so more ghost mons can be born (like in a humorous comic about breeding Yamask)? How can every Gastly be made of souls of those who died from poison gas when there is a finite amount of people who have died from poison gas and an infinite amount of Gastlys that can be born in the daycare? That is the scariest thing about all Ghost mons........The lore makes no sense....
I think the idea is that sometimes these Pokemon come into existence this way, not that every single one does. Like how there was a boy that became a Kadabra one day. Not that every Kadabra was once a boy with ESP.

If you want a much better example, take Cubone, who is supposed to wear the skull of its dead mother. Meanwhile, in the original games and Pokémon Origins, you have the Marrowak mother, dying to protect her already born Cubone from Team Rocket. And while you can say it wore her skull after she died, Pokémon Origins show Cubone wearing a skull before its mother was killed. Not only that, but I'm going to assume that breeding Pokémon disproves that as well, since you can get a Cubone with a Male Marrowak and a ditto. If you want to say the original Bannettes came from dolls and over time they bred to create Shuppets in the wild, you can. Otherwise, I just take the Pokedex as a bit more tongue and cheek kind of deal.

I wish there was a game that kind of went along with pokemon lore, maybe not everything bc we wanna play a good game, but some of the lore could exist within the game.
