Those are all empty's, heading back to the coalfields, along what were originally C & O tracks . All the loaded coal trains come west along the James River, heading east to the ports, on the old RF & P tracks..
Wow. I saw Q604-13 a couple weeks ago coming out of Lakeland heading north towards auburndale. It had BNSF 1009 Heritage and BNSF 4828 with 209 cars. It was incredible and the P3 Horn on 1009 was amazing!
Trains in the USA are quite outdated. Did you know: Amtrak is actually owned by the government, and 62% of all cargo is moved by trucks. The other 38% of cargo is moved by trains.
It's actually a main line, but operated by a short line, in order to get federal money to rebuild trackage that the mainline let go to crap. BB leases them from CSX, and CSX pays to use their own track!

No coal mines, but there is a large gravel quarry just west of Doswell. That section of track is weird. The RF&P and C&O lines crossed at Doswell. Originally, those were C&O tracks. After they became CSX, and bought the RF&P railroad, only westbound empties used this section. Eventually, the tracks got into such disrepair, they were virtually unusable. At one point, the speed limit was 35 mph. Taking advantage of a loophole in railroad regulations for shortline RRs, CSX leased them to Buckingham Branch, who got federal grants to restore them. CSX now pays BBRR to use it's own tracks!
Wow, getting stuck at a crossing by one of these monsters a few times I can see that it could create a mindset in some idiots to go around crossing gates in the future, BTW I don't condone that at all

Not long ago the max speed in Charlottesville was only 10 mph because it goes through the middle of downtown and bad tracks

As long as they are moving. some trains that size doing 10 miles per hour would probably take over 30 minutes to cross.
