The actual results are already out. If it still shows submitted it means you are not selected. If there is a second lottery then you will be considered.

Hello, I've checked on this and got a response that they will consolidate all the results and send it early next week it seems. They will wait until the final communication from USCIS has been sent. Right now we got information like results are out officially on 27th in USCIS website but it's not the final one.

No! 2nd round happens only if quota doesn’t get filled up.

The actual results are already out. If it still shows submitted it means you are not selected. If there is a second lottery then you will be considered.

is it possible to apply 2nd h1b visa lottery
If you had applied in the first lottery then you will automatically be considered for second lottery. You cannot apply now.

If he marries H1B he will be on h4. Cannot work without h4 EAD.
