After her death, agent Faye Lau left behind some encrypted intel, called Insurance Policy, with the sole purpose of having the Division find it.
So far we have learned of a number of things happening behind the scenes within the Black Tusk… and now, with the latest piece of intel, she sheds some light on a mysterious faction that we’ve been speculating over for years… the Hunters.

If you take a look at one of the animated trailer for WoNY, the LMB was working along side the JTF to guard the exchange before they got overran by Rikers. (Safely say, all of them were wiped out and the rest were working for Black Tusk)

How I've felt about the plot with each new update. Seriously, talk about being all over the place story wise.
I would like to think the hunters exist to wipe out division agents because of the rogues. Being homeland does not know who’s defective and who’s not they just kill indiscriminately. A elite clean up crew to start new again from the chaos

This fits in nicely with the third wave idea, i.e. as you put “A elite clean up crew to start new again from the chaos”, a unit that is loyal to a fault, does not think for its self and does not as question, but just does what they are told, the perfect killing machine.
That’s probably what McManus was referring to as “the clean up crew”
Tis exactly what I think! I feel like they're here to wipe out the first & second waves and reset the division, no rogue agents, no potential for rogue agents. Etc
I just thought of something. What if the Hunter’s aren’t the 3rd Wave, but the clean up crew sent to erase all evidence of the Division? Like a black ops squad sent to destroy any and all knowledge of certain things…
It would be a cool theory but I doubt it. If that were the case, why are we the ones hunting them down rather than the opposite? Most of them hide like little bitches and we have to go to 50 different locations, shoot at 35 targets on top of windows, flip 67 switches between 0500 and 1200 to get ONE Hunter to spawn. Doesn’t look like that big of a clean up crew to me lol

This is far fetched, most of the surviving groups know the division by now and are happy to see us, they'd have to kill everyone at that point.

It seems to me that the hunters are the homeland's contingency plan for if/when the division fails or won't fall in line

I've noticed hunters have the watches of rogue agents as well as normal agents, some hunters seem to have orange AND red watches. I'd seemingly believe they're a hard wave, designed to wipe out the first & second waves, and set the division anew.

Descriptions of the Exotic Bag Memento. Hunters are the watchers of 2nd Wave, which means us. They are the contigency if the contigency plan fails.
That description always makes me think of somebody who hunted the hunters, and is passing on their legacy to us, via the bag. If I am understanding it correctly.

Man it’s good to see this. I always followed your Division stuff. God it’s been a long time. Since the first game (since the Underground really) the Hunters have been the most fascinating part of The Division. It really took off with the first 12 Hunter masks in the Div 2. Still one of my all time favorite secrets\lore\quests in any game. I was so hooked on all the possibilities that could stem from the Hunters. It’s just hard to stay invested for such a long term payoff. Destiny 2 really suffered with this same thing for years. Bungie is just now kinda putting bows on all the big cliffhangers that never got a proper payoff. So I say that to say this. Massive can most definitely do some very cool stuff with these guys still. The Division 2 is primed to co exist and dominate with games like Destiny 2, Borderlands, and Outriders. The potential is staggering. The Div is such a great game. Really wanna see it take off again. We’ll see how Heartlands goes, and hopefully will hear more on the Div soon. Thanks man. Awesome video !

“What the fuck is going on?” Is the most accurate line concerning the hunters
Hunters could not have been the third wave agents. With the Resistance update in TD1, audio collectibles confirmed that they have been around since the first wave activation (or maybe even earlier than that, there is a theory about their involvement with April Kelleher's husband murder)
DZ Supply drops introduced from the Underground update have been suspected to be SHD resupplying them (Faye Lau even mentioning how those supplies were enough to arm a small army)
Other theories believe that they were secret bodyguards of Rick Valassi, allowing him to move around NY freely and spread misinfo. A woman investigating Valassi were kidnapped by unknown assailant after she apparently discovered something.
Speaking of which, I'm getting a vibe that what McManus doing is similar to Tom Reeds from SC: Conviction, his own splinter cells (Hunters in this case) handling all the wetwork and eliminating opposition (the agents). While Black Tusk serves a cover for their operation.
How on earth you havent got a job at Ubisoft Massive is beyond belief. Another top shelf video from NGN.

Something about the hunters in D2 that has always peaked my interest is the reason behind the complicated ways they are each summoned. I know as a game mechanic they are meant to be puzzles to solve and switch up the pacing. But lore-wise, perhaps each hunter has their own way of being contacted by the other hunters and when it turns out to be the division that has completed the "contact sequence" the hunter is surprised and fights more in self-defense as NGN put it. Just a side comment, I'm still very new to all the lore.

See there's one theory that I've always had that wasn't mentioned much if at all I feel like the hunters are former US military special forces such as delta and green berets and Rangers because of the superior tech and tactics plus it was a little more inforced when a leader said the hunters either had relations close to the US military or used to be apart of the military

Same and i was thinking what if the Hunter were created around the same as the division but instead of being selected and working for Department of homeland security that they were selected and are working for Department of Veterans affair.
A lot of people had the same theory since almost every hunters that we encounter had a tattoo that resemble seal team or green berret
Thankfully we did get more info on them. From what I could tell with the latest release and end of this manhunt, we see the events unfold where we fight through Black Tusk forces and take down an enemy named Jack Bonney. We've actually seen Bonney as one of Schaeffer's special squad members such as at the echo where Black Tusk is scouting the White House for a Division agent. During the final manhunt raid, we see a hunter out of reach but just in sight and he never attacks us. Telling from both the comm chatter AND the audio files that were decrypted, we can speculate that Calvin McManus has his own project of Hunters that he has specially trained and command over, after one of his hunters was made KIA by us, he asked to borrow some of Sokolov's troops to become the previous Hunter's replacement. Sokolov names some of her special troops that she could offer him and he chooses Jack Bonney. The final manhunt raid was all just a test setup to see if Jack Bonney could make the cut and become a new hunter while an already official hunter was spectating Bonney's events to see if he was worth making the cut. Fortunately, we kill Bonney and the Hunter makes his leave likely to report back to McManus that Bonney was KIA and they still need a replacement. It seems as though the Hunters have also been on the True Son's backs for a while now as well.
TL;DR New info, McManus may be the whole reason Hunters exist, Jack Bonney who is a Black Tusk member and under the orders of Sokolov was given a test to see if he could become a Hunter to replace the one we killed and he failed. Hunters have been spying on the True sons for a bit.

Heartland will hopefully be the interim between 2 and 3 though I'm not holding my breath giving Ubi's reputation of late.
Another great update. Thanks for getting this out. Very interested to see what we learn about the Hunters in the future. The likelihood of them being the Third Wave seems more and more possible the more we learn. Especially them being from elite military units that already had access to better technology than regular Division agents.
What I appreciate most about what you put together is the thought that goes into it. And how you weave the pieces together. Thank you for continuing to do that!

I just started a new character from the beginning.
He wears the full covert Hunter outfit. My head cannon for this is that during the seven months between Division one and two he specialized in tracking down agents who went missing or went rogue. The watches on his armor are there to commemorate his fellow agents who either died in the line of duty or lost their way. His mask however is a trophy that he took off a Hunter he killed in revenge for them killing another agent.
After his encounter with this Hunter he now keeps an eye out for them, and will relentlessly pursue them to show them that they aren’t the apex predators they think they are.
Mine is that he’s German and has a flamethrower

So my thoughts are correct, Hunters and Agents were trained in the same place, when the first wave went Rogue the Hunters enter in action, killing every SHD operator Loyal or Rogue.

Honestly I think the hunters are apart of the Homeland security. Like it's pretty crazy how much we don't know about them but how they have alot of lore

@@nuKeMCbobBer honestly I think the hunters are the next wave, like NGN said they were selected because they were the best of the best. The ones who knew what it took to bring peace no matter what. Plus if they are being supplied by the Secretary of Homeland security, then they have alot of fire power and could explain why they have division tech and why they have a EMP to take out division tech took, that could also explain the sort of glitching hud whenever a hunter is nearby

I bet that the Hunters were former Tier 1 Special Forces like Seal Team 6 or Deltas and that's why they can kill Division Agents so casually. They got more combat experience in the military doing secret operations around the world, better training and better tech.
I think Edward's has something to do with SGT Daniels. Before the fight she said "1st, DC then Edward. This got personal" I think they knew each other before his death and the hunter stopped him before anything else.

I’ve been having trouble this game lately with that dang glitch that kept me from getting Faye’s decryption key 2 and the game just constantly crashing. But seeing these videos keeps me going because I love the lore behind this game, no matter how shitty it is right now.

I've never understood why after killing them they just magically reappear on rooftops in certian areas only to vanish almost as fast as you spotted them (your HUD will flicker if ones in range, and look for the cloud of smoke when they vanish....)

And I'm amazed you could finish the manhunt NGN, alot of ppl are having serious problems with crashes on chang and then kelo isn't there in Whitehouse for 3rd key (if this happens log out & back in as it sorted it for me)

The devs are pretty much done with this game and putting all their resources likely into Heartland. I seriously hope that game is actually worth playing once it releases.
My thought process is that the hunters you see around the map were meant to be a sneak peak at the hunters back before anyone knew how to spawn them, avoiding conflict and disappearing to add to the mystery.
Now my main explanation following the lore somewhat is that there are multiple hunters who all wear the same masks as the ones we kill, just to add the thought that the bastards are undying and will always be there. Since I doubt the hunters would have such few numbers that a few dying will cripple their operations.
Glad someone's been trying to keep up with the storyline as for me it's one of the few things about these games that still has that Tom Clancy feel to it.

There was two things I've always for D2 right
1st I wanted the civilian milita to have the same troop type as other factions with heavy, support and all that other crap
2nd I liked the intro for DC where we had to fight off and taking hyena party from the white house and I thought to myself that would make a kinda of badass weekly event just like a holdout kind of mission

OP it in a tank build with decent crit hit chance. There's loads of build guides on YT for this. Having a drone is good for keeping him harassed and/or taking down the corrupted SHD tech he deploys whilst you walk him down using an SMG and Shotgun.

@@dancingbear1881 Just don't attempt it on heroic or legendary lol. Do it on normal.
Take your gear and focus on gear sets that increase armour and health - ideally you want armour and fast recovery of armour too as these can be buffed with other talents such as having full 100% armour recovery upon armour break which is also buffed by a very short reset time in the event it breaks again. You can also roll talents for it and use skill mods to increase this buff for both you and your shield.
I think there's a bit of gear that also gives you 500% melee damage too lol and I was using that years ago to shield bash people once I broke their armour in CQB, shield bash them and then switch to secondary weapon (shotgun) and finish them fast.
There are loads of methods people have online, most of them are better than mine because they're done by paid content creators who have the time to work this out because its their source of income also.

Also this makes sense because they only collect division watches and not any hyena, outcast, true son or btsu trophies. So agents are their menu. Rolling with Bardon or division high value targets sets them up to kill agents who arrive.
Can we talk about the voice acting for these characters, how well they fit their roles is ridiculous.
Imagine if we play as a hunter in the next division game. If there will be one, that is, but still that would be really cool :)

I'm convinced at this point that the hunters are Homeland agents, kinda explains the gear and fighting style. They're a government clean up crew
Yeah, I was thinking of it too but some hunters might originate from other agencies/country governments. We never know if all of them are DHS or if there's some sort of deeper thing going on.
This quest bugged out on me the first week. It wouldn’t and still wont allow me to turn in the intel lol glad I can hear part of the lore this way.
Love the content as always! I feel the way the devs. treated the hunters throughout most of Div 2 was a mistake. They're festooned with SHD tech taken from their prey, but now they're not hunting us? I guess if they have some other mission entirely that's under Cal's orders, then so be it. While story-wise that makes sense... it's not exciting or fun and that's why I say it's a mistake. Hunters should be OUT THERE WAITING FOR YOU, in other words, HUNTING you. No warning, you're just on your way to a control point or landmark or event and suddenly your HUD starts to glitch and you realize you are in serious danger. IMO that's how it should be.
Im with u. THATS the way I want it. And be able to get there apparel gear if u can manage to kill them. This is turning into a more tactical game experience to me. They smart so we gotta play smart.

Are we gonna talk about how division agents wave 1 had obsolete gear to begin with and so did second wave compared to the hunters. The hunters are a clean up crew to make sure no more go roage
i'd love to see a manhunt introduce rogue ghost recon and 3rdechelon agents. They could have a 'good guy' from each agency help us hunt them down for story/audio logs. Be cool to know what they're up to in the division universe. Our clan lore is essentially "the division has been compromised. You are to rendezvous with other splinter cell agents in D.C. and infiltrate the division to access the situation. The fifth freedom is in effect"

I like to think the first wave agents are all dead and or rogue agents, in the div. 1. as for the hunters, they've been in the div1 DZ since survival dlc dropped. Id like to think they've been situated and in control of Cal behind the scenes this whole time.if you recall there was an event in div 1 years ago with a random rogue agent in the open world, he was a first wave agent that went rogue and disappeared till you get to fight him.i think he was apart of Faye lau defecting as well. maybe was one of her minions in div 1 cuz she was injured. over all I think the hunters were division agents that didn't go rogue but were selected to defect, and work for Cal. the best of the best indeed, and this is also apart of the reason the second wave was activated .

There is a hunter that appears in the dense wooded neighborhood on the rooftops after fighting and occupying the control point located there. He appears suddenly to watch the fighting, but disappears as soon as you aim your weapon at him. He appears after sunset until dawn. He appeared to me more than 10 times and I couldn't catch him, now I am trying to film him with the camera. Damn him man he is not a hunter he is more like a ninja.
Looks like my theory might have been mostly right. initially I was thinking that Mcmanus was head or atleast highly up in SHD maybe overseeing there version of the internal affairs and the Hunters were a highly specialized unit under him to combat any agents that might have gotten out of hand. But having them possibly as another clandestine organization that reports directly to the Secretary of Homeland.

if McManus is put to be president, the division would be 100% fu**ed. he would do everything within his power to put the division down, shut down issac, or/and put every agent marked rogue. Calvin rubs me off the wrong way in every way possible, and if the hunters work with the black tusk, it would explain the title for this season, "hidden alliance". I just don't think that title works for the true sons and whatever else.

I keep hearing you mention "Delta Company". I believe you mean Delta Force (US special forces). Delta Company is a Ghost Recon fan/content creator organization created by Ubisoft.

I would think they're part of the directive: SOCOM automatically gets put under command of the Secretary of Homeland Security when the directive is activated. Maybe the directive assumed that the Secretary would work with the President, or something
