Going by this arc, it seems Leggys are very naive by nature, and blindly follow anyone who shows just a tiny bit of kindness towards them, and apparently just gladly accept their fate. You also see it in the Despicable Me parody, though that could also be attributed to Mr. Puzzles' powers.

This used to be a running gag, but with Meggy temporary transformed, it seems the Leggy state gives her the power to multiply. A single Leggy is individually playful and mischievous, yet easy to panic when in danger, especially after the transformation. But somehow, Leggys are also trusting towards any authority figure who treat them like pets. Multiple Leggys under one master work as a hivemind. They all follow their assigned work, fully aware of their purpose, yet unwilling to rebel, unless another authority figure charms one of them, or an outside force turns Meggy back to normal.

I assume all the other Leggys are clones of the original Leggy and well only the original, the one that was with Mr. Puzzles, turned back since the clones were never Meggy. They can't turn back into something they never were. This would justify them existing and keep working at the Meme Factory even now that Meggy is back to normal, but they're were just gone as if they never existed in A Night at SMG4's. They're nowhere to be found. Yet another inconsistency to add to the list of endless inconsistencies in SMG4.
