If we take them as circumferences then the sought after diameters A for the small hole and B for the large can be obtained as A = a / pi and B = b / pi.

I will appreciate if someone can clarify this.
I calculated the diameter, so I will divide by Pi, you calculate the circumference, so don't divide by Pi

Most likely is just a heated pvc tube after you cut it in half
