Two Pills story: My initial thought, there was no nuclear power station accident and The Program is testing to see if people were dumb enough to take a "rad-away" pill without first verifying they needed it. And doing a quick check, the KI pills only work in certain situations. So yeah, testing folks to see who'd be greedy by taking two pills sounds about right for this "Program." Perhaps it did this and made the story public to tell the rest of the population, "Don't get greedy or else."
The other story: Psychiatrist is full of crap, Hunter should have followed TOS guy to make sure the job got done or better yet, did the job himself since he's experienced in shooting an animal. Rehabilitating the guy THEN "firing" him was a pointless waste of time and most likely deeply affected both Shrink-Lady and TOS Guy.
(edit) Don't get me wrong; the stories were mildly entertaining but in both instances The Program is an AI that needs the Westworld treatment.
