Yes you can. If you look on both sides of the dash going through the floor there are rods with adjusters on them. Those are your brake rods, you should be able to adjust them tighter. Just don’t go too tight or your brakes will drag.

I would check your glow plug system to make sure it is functioning properly. There should be a relay on the firewall that controls your glow plugs. Could also be your ignition switch possibly. These tractors start really hard when the glow plugs are not functioning. Depends on what area you are in for parts and service. You can get most things easily online now.
