My observation is that there is a lot of failures in regards to this incidents. How can the useful Minister now come and tell us that this is not the first incidents of this nature. And I'm just worried that many things will be hidden on this one since we know how they operate. He also talk of elections of which for me it does not make sense.

The municipality regulates zoning compliance and compliance with the National Building Regulations and Standards Act. The municipal inspector performs inspections to ensure compliance with approved plans (that no deviations occur). Upon completion there is a completion inspection. The owner/applicant then needs to submit an application for an occupancy certificate. This application must be accompanied by certificates of compliance for electrical, plumbing etc. The applicant /owner is responsible to appointment the necessary professional staff such as engineers etc. The professional appointees are responsible for compliance during construction and need to sign off on their various disciplines before applying for an OC. The safety of the building site falls under the jurisdiction of the department of labour. This being said, it can happen that deviation from approved plans occurs during construction and should the municipal inspector detect this during inspection, a cease works notice will be served as well as a notice to obtain written approval for the deviated portion/s. At this stage blame cannot be apportioned as the cause of the collapse first needs to be determined. A large professional team manages a site of this nature and it is now left to appointed independent professionals to determine the cause and if the findings point into a certain direction, the focus will shift to that part of the team responsible for such.

Our construction industry is a joke, suppliers, contractors, inspector's or the construction mafia can have a part in this, the person MOST at risk and least likely to be the culprit is the contactor. That being said that was in my time when we still carried the cost of running sites as we got paid 60 to 30 days from delivery of work.
This is when The Site Engineer will realise how not to compromise professional construction practices. How not to be dictated by short cuts in trying to save costs 😢😢

Neo Trend Ice Projecs were the developers with Liatel Developers, the main contractor, apparently. Both firms were of lately speculating in the local residential construction industry due to the housing sector boom in the area. Seems like Afrikaner family owned firms, which are the current trend in George and surrounding areas.

Investigation should start from Municipality who approved the plan and inspectors assigned to conduct inspection.
