People in countries where the second-hand clothes originate do not wear the same clothes multiple times, like people in poor countries do. A lot of people buy stuff, including expensive designer gears, they wear only once or twice or even not at all. They simply dispose of them seasonally. These are the primary sources of second-hand clothes. If they were dead people's clothes, they would mostly be clothes for people in their 80s and 90s.
Whatever the source origin, Africa has become a dumping site for discarded clothes. Some of them are worn out, dirty. The seasonal clothes such as weather clothes are not fit for our climate particularly in Africa. But all, the second hand is clothe syndrome in Africans is belittling. We need to produce the essential local materials to promote local clothe industries, making quality clothes for both local and foreign markets. This will make Africans get involved in the development of their own industries, besides being employed at different levels. Recall, when Rwanda rejected second hand clothes, US deleted it from the AGOA program. This was because US second hand clothes were being dumped in Rwanda. China is already having the US mentality of exporting second hand clothes. Instead, they can invest in textile industries.
Museveni has no role to play in parliament. His just over the excutive branch of government. Factually, parliament can vote of no confidence and remove him from office. But Museveni according the constitution has no power to remove parliament except by use of force. Which he has now deployed and attempts to Bribe them into compliance
