Gonna be honest, I originally wasn't a fan of the sudden Dakota power-up, but it's definitely grown on me. It's definitely quite neat to see someone actually make custom pages and things for their characters rather than just their faces and dialogue.

She was not "infected" with the seed of the pillar of light, so she can't manifest EGO.
There's probably a lot of reasons that Dakota can manifest EGO. Most of them have to do with Backward Clock, either merging with it during transit (Which is the most probable because her EGO seems to be time-based and we didn't see it follow her in terreria) or Backward Clock's time travel being a straight shot trajectory so she was at least in some part physically present during that time but just not mentally.
It could be that she is merely manifesting the skill and power she obtained in Terraria, if she does have an EGO it would probably be related to the equipment she preferred from Terraria
