I think it has to do with tradition and also with not really analyzing it. I am pretty sure some of the musicians who claim to vibrate just under the pitch are actually also doing a movement around the pitch to some extend. I think it comes from the hands/fingers vibrato movement, which is easier to teach moving in the direction of under the pitch, as we already start with rounded fingers usually. Also the "knocking" motion towards the scroll is a good exercise to get the vibrato going. But translating that to the qustion of how the pitch of the vibrato should be I think is just a misconception. Meanwhile learning the movement up the pitch is also a good and important exercise for the vibrato, because the "up"-points of the pitch are the "beats" of our vibrato and so they can or should be emphazised.
