I think the engineering/range swap works the way it does to prevent people from just playing a normal engineering build. The nerf to engineering keeps you from stacking “normal” engineering, which forces you to keep ranged weapons to deal with the first half of the wave. If engineering wasn’t nerfed the way it is, you could just ignore ranged weapons and take 6 wrenches or something, then get a big boost to your engineering half way through the wave.
