In my opinion, it is both government and corporations owning the platforms to make sure harmful content is filtered out and anyone trying to upload bad content should be held accountable too.
It is weak govt laws and lack of ownership by corporations that leads to bad content being available on the internet. There is sufficient quality security checks not only to trace bad content, its owner but also to filter out the content before it is available to internet users in my opinion.
