The local applicator in my area doesn't spray when we are in droughts. Northern Illinois.

If the lawn is without irrigation and in a drought then that makes allot of sense. Unless the plant is growing - The products do not work.
Not sure how the applicator makes any money however - this is where the honesty kills them.
