-Apparently after completing the final Archon Quest in Fontaine: Masquerade of the Guilty, Hinterman doesn't seem to set up shop anymore. So if you have completed the quest, unfortunately, the shop becomes unavailable. But if you haven't completed it yet, the shop will function normally.-
He's back, for some reason. Probably after version 4.3 update but I have no confirmation.
